Emergency Services Center to get new phone system - Cookeville Herald Citizen

The Emergency Services Center on County Services Drive is getting a new phone system.

Members of the Putnam County Emergency Communications District unanimously approved the emergency purchase of a new Mitel phone system for the building Thursday.

The purchase is not to exceed $41,000. There are 64 phones in the emergency services building, Putnam County 911 Director Penny Foister said.

"The big picture is we are having repeated problems with our phone systems, like one of the admin PRIs (Primary Rate Interface)  just stops working," Foister said. "And at that time, we not able to make any outgoing calls. So if a 911 call comes in, and we need to conference that caller with another agency, we cannot get an outside line to conference them with another agency.

"We had hoped to do our phone replacement in the next fiscal year, but we may have to move that up," she said.

Chairman Bob Duncan said the purchase is a preventive measure. 

"Penny (Foister) and I talked, and we think it meets the qualifications of an emergency purchase that would not have to bid," Duncan said. "I think we may need to replace the phone system, and then concurrently go forward with the Motorola (NG911) system so they both cut over about the same time." 

The ECD approved the purchase of the Motorola CallWorks Next Generation 911 interface at their special called meeting November 2019 for approximately $255,000. That cost includes both the base system and maintenance fees.

NG911 is a nationwide, standards-based, digital emergency communications infrastructure that allows voice and multimedia communications between a 911 caller and a 911 center, and then to the first-responders in the field, according to 911.gov.
